I am not sure what the problem is, even if the ifc entity exits since before IFC2X3. Here below links to the IFC2X3 documentation.

I can confirm the above ... Great, since we do have a standard building samart example file, all software should be able to parse it. I will get in touch with support of Solibri and BIMVision and Dalux. I will give feedback.
Furthermore I will try on ArchiCAD.

File seems correct. It is a test file with no MVD information. The applications in question might only visualize Reference View 1.2 which does not have CSGs in scope.
