it should be working fine except the external styles, they won't be loaded because of the unresolved issue in Blender.

Before opening the ifc you can display the console with Window > Toggle window console. Check out any error messages in there. Maybe it's just taking veeery long to convert some objects

No error messages, it just freezes. But I realized that this only happens with my computer and with Blender 4.0. On other computers it works!I don't think the problem is with the file, because it opens on other computers
