I wonder why this category shows no display in my viewer, (BimVision). It will come up under 'type' and not site.
What is the logic for this behaviour?

Do i need keep using ifcSpatialElement ifcSite for this. Not sure whcih one to use. Any guidance whatsoever is welcome.

Dumb question, is there only the IfcGeographicElementType
type, and no IfcGeographicElement
instance, in the file?
If so, i think you need to add an IfcGeographicElement
instance into the project, for it to be visible in other viewers. could be wrong.

Not in BlenderBIM as class nor in the file. It's really guessing what class everything from topo should be.
Only 'site' seems to come over in IFC.

You should use ifc geographic element. https://standards.buildingsmart.org/MVD/RELEASE/IFC4/ADD2_TC1/RV1_2/HTML/schema/ifcproductextension/lexical/ifcgeographicelement.htm
Can you sharethe ifc? There's going to be a different problem if your geographic elements don't show, in my experience they work just fine.
Ifcsite is wrong for this.
And yes @theoryshaw is right, everything with "type" in name is a type, goes in the types group and won't be shown by any viewer.
