This issue has multiple sides:
Autodesk: Revit IFC export has some issues
bSI: IFC inherently has some issues, and doesn't provide a clear method to parse IFC to XML (XMI)
Other tools: That doesn't have a clear parsing method, and most of the time do tricky things

The issue is in our industry all want to reinvent the wheel, and obviously end up the same
It doesn't mater it be Autodesk, it be FreeCAD community, it be BlenderBIM community, ...
Academia is so ahead than the industry but normally they use their assets (findings) for their own advantages to build new opportunities
For sure in academia, mainly articles from the USA and China (Not European countries, ...) they solved these issues, and even today instead of XML they've focused on JSON-based solutions, etc
And also, Graph and Relational databases
